Cooperation for the Benefit of Children in Need: A Defence of Their Human Rights

Abstract

One of the most pressing policy concerns is how to best safeguard children who are either already being
abused or are at danger of being abused at home. Several indicators show that children in the care and
protection system perform worse than the general population. The adoption of the language of rights is only
one example of the many recent reforms that have improved rules and services pertaining to children in out-
of-home care. However, one of the "wicked problems" in social policy is the care and protection of children
who come into the system with that name. To redefine policies and services for children in out-of-home care,
this article synthesises human rights, children's needs, and citizenship. Recognising children as partners is
essential to improving assistance for children in out-of-home care, according to our suggestions.
