Maritime traffic risk assessment tools, such as the
Waterway Risk Assessment Program and Ports and
Waterway Safety Assessment, were established by the
International Association of Marine Aids to Navigation
and Lighthouse Authorities (IALA) for use at ports and
approaches. However, its efficacy has not yet been
thoroughly confirmed in coastal waters. Statistics show
that the majority of human-caused incidents happened
around the shore. It must create a new technology that
takes human factors into account. The goal of this
research was to create a new coastal model because of
this. Data availability in coastal seas was used to identify
common risk factors for the risk assessment models
from three maritime states. Risk occurrences were
determined using quantitative data, and risk weight was
determined using a qualitative survey for the indexed
elements. The Numerical Risk Assessment Model for
Coast (NURI-C), a recently created model, effectively
identified areas with notable hazards as well as the risk
level of each target water for comparison. As a result, it
might be used to determine which coastal areas are more
hazardous and which risk factors need immediate
attention. NURI-C may be helpful for both safe
navigation and the effective allocation of scarce
resources for coastal safety.
