Abstract

Strong relationships may often be seen between the many specialized areas, which have developed as a consequence of
overlaps occurring when completing various area-related duties. It is evident that even the administrative region that
deals with water, a natural resource, would consist of a combination of many administrative units. The reason for this is
because administrative responsibilities pertaining to water might be seen as particular problems associated with other
administrative domains. Therefore, from the standpoint of administrative law, water rights may be defined as the whole
body of laws whose administrative emphasis is on water as a public natural resource. However, this led to the
development of a new regulatory domain, the regulations of which must be upheld via particular procedures.
