Legal conflicts have increased and a dangerous atmosphere has been created as a
result of instructors' and school officials' lack of knowledge about sports legislation and the
lack of a structured framework. Thus, the purpose of this research was to determine the major
variables affecting the institutionalization of sports legislation in Iranian educational
institutions.
Methods: A grounded theory technique based on Strauss and Corbin's methodical design
was used in the study. Experts and specialists in the domains of education, sports
administration, and sports legislation made up the statistical population. Thirteen individuals
were chosen as the final sample using purposive sampling, the snowball approach, and
theoretical saturation. Semi-structured interviews were used to gather data, which were then
recorded, transcribed, and subjected to open, axial, and selective coding analysis. 107 basic
ideas were identified from the data during open coding. The coding process was managed
and made easier with the usage of MAXQDA software (version 2020).
